The measure was passed in 2012, as the city was preparing to host the Democratic National Convention and grappling with the Occupy Charlotte protests — a major concern at that time was anarchists, notes WFAE-FM, the local NPR affiliate. It had become more controversial in recent years as it was used more frequently, with advocates for civil liberties pushing back on the policy, which expanded certain police powers to aid with crowd control.
